America tends to treat Middle East diplomacy as a win/lose or zero-sum game in which "terrorist" gains are by definition US losses. If, like Bush, you insist that Muslims choose between their own Islamic regimes, or Israel, the US, and UK, they will pick their own side every time. Bush's "clash of civilizations" approach means endless war.
